The book alleges that Simmons developed a “death-pool roster” featuring federal judges appointed by Republicans. This list was intended to ensure a smooth transition should President Joe Biden unexpectedly pass away, akin to the historical context of Lyndon B. Johnson being sworn in after John F. Kennedy‘s assassination in 1963.
Concerns Over Legitimacy
Simmons expressed apprehension that Harris’ legitimacy as president could be scrutinized if she were to ascend to the role without a formal transition process. He specifically anticipated that supporters of former President Donald Trump would raise significant objections to her presidency. To mitigate these concerns, Simmons believed that having a Republican-appointed federal judge officiate her swearing-in would lend her a crucial ‘institutional stamp of approval.’
