WASHINGTON, D.C. — Former President Donald Trump announced on June 11 the conclusion of a new trade agreement with China, featuring a cumulative 55% tariff on Chinese imports. The deal, pending final approval from Chinese President Xi Jinping, aims to secure rare earth mineral exports vital to the U.S. automotive industry while easing access for Chinese students to American universities.

The agreement, formulated during negotiations in London, builds upon a prior Geneva framework that had stalled over China’s mineral export limits. Under the new terms, China has agreed to ease restrictions on exports of rare earth minerals essential to U.S. industries, particularly automotive, electronics, and defense. In exchange, the U.S. will permit Chinese students continued access to American educational institutions.

Despite the agreement, uncertainties linger as China plans to limit rare-earth export licenses to six months, maintaining leverage in future negotiations. The U.S. Court of Appeals upheld the continuation of these tariffs during ongoing litigation, signaling legal support for Trump’s broader trade policies.

In economic news, U.S. inflation rose to 2.4% in May, slightly below expectations, prompting Trump to advocate for a full percentage point cut in interest rates. Markets responded positively to the trade developments and inflation data.

The deal’s success hinges on both nations’ adherence to the agreed terms, with analysts cautioning that the agreement closely resembles a previously collapsed pact, raising doubts about its longevity. Furthermore, the deal does not address key U.S. concerns such as fentanyl exports from China.
