Civil Liberties Groups Challenge Mayor Adams Over Charter Proposals

Criticism of Mayor Adams’ Charter Revision Commission intensified today, as civil liberties groups joined City Council members in accusing the mayor of attempting to centralize power. At a rally held on the steps of City Hall, representatives from organizations like the New York Civil Liberties Union (NYCLU) and Common Cause New York demanded greater transparency and public involvement in the commission’s work.
One of the commission’s most controversial proposals would grant the mayor expanded emergency powers, allowing executive orders to bypass certain council approvals during crises. “This is a dangerous precedent,” said Donna Lieberman, executive director of the NYCLU. “Emergency powers must come with strict checks and balances, not carte blanche authority.”
Council Speaker Adrienne Adams reiterated her opposition, calling the proposed changes “a betrayal of New Yorkers’ trust.” She announced plans to host independent town halls across the city, where residents can learn about the commission’s proposals and voice their concerns.
In response, Mayor Adams defended the commission, stating that the changes are necessary to streamline government operations and respond effectively to crises. “New Yorkers expect their government to act quickly and decisively, especially in times of emergency,” the mayor said during a press briefing.
Public reaction remains divided. While some residents appreciate the mayor’s emphasis on efficiency, others worry about the erosion of democratic safeguards. The commission will hold its first public hearing next week, where officials expect a large turnout.
