and resources for homeless residents during the coldest months of the year. The program, which includes expanded shelter capacity and targeted outreach, aims to prevent cold-related deaths and improve long-term outcomes for individuals experiencing homelessness.

Mayor Eric Adams announced the initiative at a new temporary shelter in Brooklyn. “No one should have to endure freezing temperatures without a safe place to stay,” Adams said. “This program is about compassion and action.”

The initiative includes additional funding for street outreach teams, mental health services, and job training programs. Shelters participating in the program will also offer expanded resources, including medical care and connections to permanent housing options.

Advocacy groups praised the program but emphasized the need for systemic solutions to address the root causes of homelessness. “Emergency measures are critical, but we need more affordable housing and support systems to create lasting change,” said Christine Quinn, president of Win, a nonprofit serving homeless families.
